Інституціоналізація політичної партії як актора публічного управління

Abstract

Політична партія як один із акторів публічного управління традиційно передбачає можливість безпосередньо взаємодіяти з громадянським суспільством і з державою, артикулювати і агрегувати інтереси суспільства та представляти їх в державних інституціях через процедуру виборів. Основна мета цього інституту полягає в інтеграції до структур державної влади (насамперед, законодавчої її гілки) та впливі на реалізацію як державної політики, так і публічного управління в цілому. Завдяки політичним партіям у значній мірі в демократичних системах забезпечується політична стабільність суспільства. У тих суспільствах, де є розвинута система політичних партій, які організовано представляють інтереси суспільства в парламенті, суспільство здатне цивілізовано вирішувати всі політичні проблеми, що виникають, використовуючи для цього різноманітні засоби. Метою статті є виявлення тендецій зміни суб’єктності політичної партії як публічного актора, зокрема в процесі його коституювання в Україні. Розглядаючи політичну партію як актора публічного управління в Україні, який поступово інституціоналізується, з одного боку, можна відзначити появу механізмів безпосереднього впливу цього інституту (або їх частини) на процес державного управління, на розробку та прийняття управлінських рішень, а іншого боку, Україна є прикладом країни з гібридним режимом, де формальні інститути (конституція, закони та законодавчі акти) є підірвані неформальними (клієнтелізмом, непотизмом і корупцією). A political party as one of the actors of public administration traditionally provides for the possibility to interact directly with civil society and the state, to articulate and aggregate the interests of society and to represent them in state institutions through the election procedure. The main goal of this institution is to integrate into the structures of state power (primarily, its legislative branch) and influence the implementation of both state policy and public administration in general. Political parties are largely responsible for political stability in democratic systems. In those societies where there is a developed system of political parties that represent the interests of society in an organized manner in parliament, society is able to solve all emerging political problems in a civilized manner, using various means. The purpose of the article is to identify the trends in changing the subjectivity of a political party as a public actor, in particular, in the process of its constitutionalization in Ukraine. Considering a political party as an actor of public administration in Ukraine, which is gradually being institutionalized, on the one hand, we can note the emergence of mechanisms of direct influence of this institution (or part of it) on the process of public administration, on the development and adoption of administrative decisions, and on the other hand, Ukraine is an example of a country with a hybrid regime, where formal institutions (the Constitution, laws and legislative acts) are undermined by informal ones (clientelism, nepotism and corruption). When studying the issue of political parties’ participation in public administration, it should be noted that political parties play a significant role in its implementation, which depends on objective and subjective factors, namely, democratization of the political regime, institutional capacity of political parties, legal framework of the political system, and the relationship between the actors of the political process.
