Безпековий контекст міжнародних стратегічних комунікацій

Abstract

Актуальність проблеми. У даній роботі досліджується корисність і роль міжнародних стратегічних комунікацій у сфері безпеки в умовах посилення гібридних загроз, інформаційних протистоянь, розвитку інформаційних технологій і соціальних медіа, активізації атак з боку різних державних і недержавних суб’єктів на демократичні цінності, на яких ґрунтується західне суспільство. У цьому широкому і складному контексті міжнародні стратегічні комунікації пов’язують демократичні цінності, державні інститути, інтеграційні об’єднання, такі як НАТО і ЄС, засоби комунікації, різні національних та міжнародних акторів. Міжнародні стратегічні комунікації можуть стати фактором, який необхідний для того, щоб зупинити розвиток неліберальних тенденцій (популістських і/або екстремістських), підвищити стійкість суспільства перед дезінформаційними кампаніями, а також сприяти поширенню серед молодих поколінь і євроскептиків тих цінностей, які забезпечували мир і розвиток Європи протягом останніх 60 років. Метою даного дослідження є вивчення підходів до розуміння міжнародних стратегічних комунікацій, аналіз документів, які визначають дане поняття, а також визначення ролі міжнародних стратегічних комунікацій у збереженні міжнародної безпеки. Методи дослідження. Методом компаративного аналізу досліджено підходи до визначення поняття міжнародних стратегічних комунікацій, завдяки загальнонауковим методам пізнання (дедукції та індукції) структуровано основні риси, як характеризують важливість розвитку міжнародних стратегічних комунікацій для збереження міжнародної безпеки. This paper examines the usefulness and role of international strategic communications in the security sphere in the context of growing hybrid threats, information confrontations, the development of information technologies and social media, and intensified attacks by various state and non-state actors on the democratic values on which Western society is based. In this broad and complex context, international strategic communications link democratic values, state institutions, integration associations such as NATO and the EU, communication media, and various national and international actors. International strategic communications can become a factor that is necessary to stop the development of illiberal trends (populist and/or extremist), increase the resilience of society to disinformation campaigns, and promote the values that have ensured peace and development in Europe over the past 60 years among younger generations and Eurosceptics. The purpose of this study is to examine approaches to understanding international strategic communications, analyze the documents that define this concept, and determine the role of international strategic communications in maintaining international security. Research methods. Using the method of comparative analysis, approaches to defining the concept of international strategic communications are studied, and using general scientific methods of cognition (deduction and induction), the main features that characterize the importance of developing international strategic communications for maintaining international security are structured.
