Кризове політичне управління на локальному рівні : особливості та порядок денний

Abstract

Local anti-crisis management activity, which has distinct components of political activity, is considered. Peculiarities of the institutional capacity of local political management in the extraordinary conditions of the crisis in modern Ukraine are studied. Signs of the need to clarify the agenda and features of anti-crisis political governance at the local level have been established. The specifics of crisis analysis and decision-making in the conditions of the local agenda, which requires the preservation of the existing institutional capacity of the community and its development at a new level, have been clarified. The article uses professional methodical tools of modern political sciences. In particular, the normative analysis describes the legal basis of crisis political management in the conditions of the local political environment. Institutional analysis determines the meaning and impact of key organizational dimensions of crisis political management. Professional methods include the comparative approach and the method of structural functionalism. They are aimed at determining the important directions of crisis political governance at the local and situational levels, as well as specific specific factors of the local agenda in the conditions of a crisis situation. Attention is paid to the effectiveness of transforming political management into an effective leadership team. The requirements for the position of representing political interests in the local community have been clarified. Requirements have been established for readiness for crisis situations and the presence of a role model of behavior that is able to adequately respond to crisis challenges. It has been proven that conflict or consensus models determine the speed of solving community development tasks. It was established that the priority of tasks and the distribution of efforts between intermediate and financial goals of the community. The significance of the cultural motivation of anti-crisis solutions, which is aimed at preserving the historical heritage and values significant for the community, is revealed. It was found that the multicultural composition of the local community can be an object of influence for other levels of the political process. It has been proven that misunderstanding of development prospects or archaic practices of political representation at the local level create risks of internal conflict in the community. A conclusion was made about the political competence of local leaders of Ukraine, which in general proved to be appropriate to the challenges and tasks of the crisis caused by external aggression. Розглядається локальна антикризова управлінська діяльність, яка має виразні складники політичної активності. Вивчено особливості інституційної спроможності локального політичного менеджменту в надзвичайних умовах кризи в сучасній Україні. Встановлено ознаки потреб щодо уточнення порядку денного та особливостей антикризового політичного врядування локального рівня. З’ясовано специфіку кризового аналізу та прийняття рішень в умовах локальної адженди, яка вимагає збереження існуючої інституційної спроможності громади та її розвитку на новому рівні. У статті застосовуються фахові методичні засоби сучасних політичних наук. Зокрема, нормативний аналіз описує правові основи кризового політичного управління в умовах локального політичного середовища. Інституційний аналіз визначає значення та вплив ключових організаційних вимірів кризового політичного управління. Фахові методи включають компаративний підхід і метод структурного функціоналізму. Вони спрямовані на визначення важливих напрямків кризового політичного врядування на локальному та ситуативному рівнях, а також конкретні специфічні чинники локального порядку денного в умовах кризової ситуації. Увага приділяється ефективності перетворення політичного менеджменту на ефективну команду лідерів. З’ясовано вимаги до позиції представництва політичних інтересів в локальній громаді. Встановлено вимоги щодо Готовності до кризових ситуацій та наявності рольової моделі поведінки, яка спроможна адекватно відповісти на кризові виклики. Доведено, що конфліктна або консенсусна моделі визначають швидкість вирішення завдань розвитку громади. Встановлено, що пріоритетність завдань та розподіл зусиль між проміжними та фінансовими цілями громади. Розкрито значення культурної мотивації антикризових рішень, яка спрямовується на збереження історичної спадщини та значущих для громади цінностей. З’ясовано, що мультиккультурний склад локальної громади може бути об’єктом впливу для інших рівнів політичного процесу. Доведено, що нерозуміння перспектив розвитку або архаїчні практики політичного представництва на місцевому рівні формують ризики внутрішнього конфлікту в громаді. Зроблено висновок про політичну компетентність місцевих лідерів України, яка в цілому виявилася відповідною викликам та завданням кризи, спричиненої зовнішньою агресією.
