Abstract: The issue of changing the behavior of participants in political decision-making (from the electoral choice of specific citizens to the collegial decisions of public authorities at the macro level) is considered as an object of targeted actions that require resources. The peculiarities of assessing the scale and directions of manipulation, its significance for the development of the system of political communication in a democracy, threats to the national security of Ukraine and the prospects of its integration into the European community have been studied. The signs of outlining the institutional and organizational conditions for assessing the effectiveness of political manipulation in conditions of political competition as an environment of competition of the above political and technological complexes. The specifics of the organizational principles of political manipulation, which include planning and coordination, as well as the diagnosis of the current state of public opinion, are clarified. The article uses both general scientific and professional methodological tools of modern political science. In particular, descriptive analysis (describes the institutional basis of manipulation in conditions of political competition), comparative analysis (compares the importance and impact of organizational dimensions of political manipulation). Professional methods include a systems approach and the method of structural functionalism. They help to identify the organizational activities of political manipulation at the macro political and situational levels, as well as the specific structural links of strategic political management and the behavior of leading actors in political manipulation. Attention is paid to decision-making on the implementation of political manipulation based on the vision of the development of specific political events. The importance of project thinking, the ability to allocate resources and respond flexibly to changing situations is revealed. It was found that in the conditions of the need to prepare leaders for public self-presentation to the number of «organizational costs» is added a training direction and correction of the image of public figures. The expediency of event planning and scheduling of meetings and coordination of coordination activities is proved.
