Жіноча участь у політиці та врядуванні в умовах політичних трансформацій країн Центрально-Східної Європи: досвід Республіки Молдова

Abstract

У статті проаналізовано специфіку та проблемні аспекти участі жінок у політиці та врядуванні на тлі політичних трансформацій у Центральній та Східній Європі, що є досить актуальною темою досліджень у сучасній політичній науці. З’ясовано ключові особливості впливу публічно-приватного розподілу на позиціювання жінок в політиці. Визначено причини переважання активних жінок-лідерок у сфері приватної діяльності та їхню нестачу у сфері публічної діяльності. На прикладі аналізу президентської кампанії 2020 року в Республіці Молдова з’ясовано основні стратегії взаємодії жінокполітичних лідерів з електоратом та чинними політичними елітами, обґрунтовано переваги таких стратегій, що полягають у розвитку активної громадянської позиції електорату. Жінки-лідерки намагаються сформувати паралельну систему, де рівність є апріорі зрозумілою, звідки вони можуть впливати на інституційну політику. У результаті цього жінки-політичні лідерки в Центральній та Східній Європі розглядають громадянське суспільство як важливу, якщо не єдину сферу змін. Це підтверджено актуальними політичними подіями в Республіці Молдова, де жінка-політична лідерка не лише впевнено увійшла у сферу публічної політики, посівши пост Президентки країни, але й ініціювала низку важливих політичних змін та процесів глобального значення. Саме в аналізі цих особливостей жіночої участі у політиці та врядуванні в умовах політичних трансформацій країн ЦентральноСхідної Європи на прикладі Республіки Молдова полягають мета й завдання статті. Було застосовано такі методи дослідження, як метод аналізу особистості політика, порівняльний метод, метод прийняття рішень та контент-аналізу. На підставі виконаного аналізу можна стверджувати, що жіноча участь у політичному лідерстві та врядуванні є ключовим джерелом позитивних змін у постсоціалістичних країнах Центральної та Східної Європи. Результат президентських виборів у Республіці Молдова 2020 року став важливим кроком у напрямі трансформації державних еліт та розбудови громадянського суспільства. The article analyzes the specifics and problematic aspects of women’s participation in politics and governance against the background of political transformations in Central and Eastern Europe, which is a very relevant research topic in modern political science. The key features of the influence of public-private distribution on the position of women in politics. The reasons for the predominance of active women leaders in the sphere of private activity and their lack in the sphere of public activity are determined. On the example of the analysis of the 2020 presidential campaign in the Republic of Moldova the main strategies of interaction of women – political leaders with the electorate and current political elites are clarified and substantiated the advantages of such strategies, which are to develop an active civic position of the electorate. Women leaders try to form a parallel system where equality is a priori understandable and where they can influence institutional policy. As a result, women political leaders in Central and Eastern Europe see civil society as an important, if not the only, area of change. This is confirmed by current political events in the Republic of Moldova. The woman political leader not only confidently entered the sphere of public policy, taking the post of President of the country, but also initiated a number of important political changes and processes of global significance. It is in the analysis of these features of women’s participation in politics and governance in the context of political transformations in Central and Eastern Europe on the example of the Republic of Moldova are the purpose and objectives of the article. The following research methods were used: the method of analysis of the personality of the politician, the comparative method, the method of decision-making and content analysis. Based on the analysis, it can be argued that women’s participation in political leadership and governance is a key source of positive change in the post-socialist countries of Central and Eastern Europe. The outcome of the presidential elections in the Republic of Moldova in 2020 was an important step towards the transformation of state elites and the development of civil society.
