Abstract

The function of decision-making is directly related to purposeful activity of the person, as the management of social systems is carried out by decision making. It is because of them manifested a sense of control, as the State and the political. The modern idea of management implies selecting it the theory of political decision-making. First of all, a study of the decision-making process, the main results cover the formation of the principles and criteria for the selection of alternatives, identifying appropriate ways and methods of decision-making. At the beginning of its formation theory of decision mak- ing ototožnûvalasâ with research operations and was aimed at solving a well structured and the application of quantitative research. Taking into account the peculiarities of social systems which are not inherent structural problems in the modern theory of decision-making was formed and acquired wide development the second direction, based on the unique organizational, intellectual and psychological aptitude (experience) and requires a solution is basically not structured problems with quality (expert evaluation, meaningful analysis, policy analysis), and if possible, and quantitative methods. Hard it is quite a separate preliminary study nature and decision-making systems, matching its corporate traditions and departmental procedures adopted in similar structures in other democratic countries from the preparation of practical guidelines for the regular upgrading of vehicle of this Ministry according to changing conditions and tasks of State policy.
