Міжнародний порядок: теорія, історія, російський ревізіонізм

Abstract

Актуальність дослідження зумовлена поглибленням системної кризи міжнародного порядку, що виявляється у зростанні кількості збройних конфліктів, девальвації норм міжнародного права та послабленні механізмів колективної безпеки. У сучасному політичному дискурсі поняття міжнародного порядку наповнюється суперечливими інтерпретаціями, які відображають стратегічні інтереси провідних акторів світової політики. Особливого значення ця проблема набуває у контексті російсько-української війни та ревізіоністської зовнішньої політики Російської Федерації, спрямованої на перегляд результатів Холодної війни. Мета дослідження полягає у теоретико-методологічному осмисленні категорії міжнародний порядок в умовах трансформації світової системи та у виявленні специфіки російської логіки експансії як чинника системної кризи постбіполярної архітектури безпеки. Методологічну основу дослідження становлять історичний і системний підходи, що дозволяють розглядати міжнародний порядок як циклічне явище з фазами становлення, стабілізації та кризового розпаду. Використано методи порівняльного аналізу для зіставлення концепцій політичного реалізму й ліберальної традиції, а також дискурсивний аналіз концептуальних документів і публічних заяв провідних політичних акторів. Результати дослідження засвідчують, що сучасний міжнародний порядок поєднує інституційну збереженість глобальних організацій із деградацією їхньої регулятивної ефективності. Доведено, що російська зовнішньополітична стратегія базується на ревізіоністському трактуванні міжнародного порядку як системи балансу сил і сфер впливу, що суперечить принципам суверенної рівності держав і міжнародного права. Обґрунтовано тезу про перебування світової системи у перехідному стані, в якому формується нова конфліктна конфігурація міжнародних відносин, а досвід російсько-української війни виступає ключовим емпіричним індикатором трансформації та потребує подальшого наукового осмислення. Отримані результати розширюють можливості наукового аналізу сучасних міжнародних процесів та формують підґрунтя для вироблення практичних рекомендацій щодо адаптації зовнішньополітичної стратегії України до умов перехідного міжнародного порядку. Зроблені висновки можуть бути використані у подальших дослідженнях з міжнародних відносин, геополітики та міжнародної безпеки з метою осмислення перспектив формування нової архітектури світового порядку. The relevance of the study is due to the deepening of the systemic crisis of the international order, which is manifested in the increase in the number of armed conflicts, the devaluation of the norms of international law and the weakening of collective security mechanisms. In modern political discourse, the concept of international order is filled with contradictory interpretations that reflect the strategic interests of leading actors in world politics. This problem acquires particular importance in the context of the Russian-Ukrainian war and the revisionist foreign policy of the Russian Federation, aimed at revising the results of the Cold War. The purpose of the study is to theoretically and methodologically understand the category of international order in the context of the transformation of the world system and to identify the specifics of the Russian logic of expansion as a factor in the systemic crisis of the postbipolar security architecture. The methodological basis of the study is the historical and systemic approaches, which allow us to consider the international order as a cyclical phenomenon with phases of formation, stabilization and crisis collapse. Comparative analysis methods were used to compare the concepts of political realism and the liberal tradition, as well as discursive analysis of conceptual documents and public statements of leading political actors. The results of the study show that the modern international order combines the institutional preservation of global organizations with the degradation of their regulatory effectiveness. It is proven that the Russian foreign policy strategy is based on a revisionist interpretation of the international order as a system of balance of forces and spheres of influence, which contradicts the principles of sovereign equality of states and international law. The thesis that the world system is in a transitional state, in which a new conflict configuration of international relations is being formed, and the experience of the Russian-Ukrainian war is a key empirical indicator of transformation and requires further scientific understanding, is substantiated. The results obtained expand the possibilities of scientific analysis of modern international processes and form the basis for developing practical recommendations for adapting Ukraine's foreign policy strategy to the conditions of the transitional international order. The conclusions drawn can be used in further research on international relations, geopolitics and international security in order to understand the prospects for the formation of a new architecture of the world order.
