Концептуальні зміни моделі соціальної держави в Україні в умовах євроінтеграції та гібридних загроз (2021–2025 рр.)

Abstract

Стаття зумовлена глибокою трансформацією інституту соціальної держави в Україні, що відбувається під тиском двох потужних, але різноспрямованих факторів. З одного боку, євроінтеграція вимагає гармонізації законодавства з acquis communautaire ЄС, що передбачає впровадження стандартів інклюзивності, соціального інвестування та недискримінації. З іншого боку, повномасштабна гібридна війна (з 2022 р.) генерує безпрецедентні «шокові» виклики, які зміщують фокус політики з розвитку на виживання та соціальну стійкість (resilience). Відзначено, що цей дуалізм створює концептуальну напругу: держава змушена одночасно імплементувати довгострокові європейські реформи та реагувати на короткострокові кризи, спричинені війною. Мета статті – визначити концептуальні зміни в моделі соціальної держави України (2021–2025 рр.) та систематизувати ключові фактори (зовнішні та внутрішні), що детермінують її модернізацію в умовах євроінтеграції та гібридних загроз. У статті виявлено ключову концептуальну зміну – перехід від «соціальної держави» (Welfare State) до «соціально стійкої держави» (Resilient State). The article is driven by the profound transformation of the welfare state institution in Ukraine, which is occurring under the pressure of two powerful yet divergent factors. On one hand, European integration requires the harmonization of legislation with the EU acquis communautaire, necessitating the implementation of standards for inclusiveness, social investment, and non-discrimination. On the other hand, the full-scale hybrid war (since 2022) generates unprecedented «shock» challenges, shifting the policy focus from development to survival and social resilience. This dualism creates conceptual tension: the state is forced to simultaneously implement long-term European reforms and respond to the short-term crises caused by the war. The purpose of the article is to define the conceptual changes in Ukraine’s welfare state model (2021–2025) and to systematize the key factors (external and internal) determining its modernization amidst European integration and hybrid threats. The article identifies a key conceptual shift: a transition from the «Welfare State» to the «Resilient State».
