Вплив технологій штучного інтелекту на трансформацію політичної участі в умовах цифрової демократії

Abstract

Стрімкий розвиток інформаційно-комунікаційних технологій, зокрема штучного інтелекту (ШІ), суттєво змінює механізми комунікації між суспільством і владою, спричиняє появу нових форматів участі громадян у політичних процесах та формує передумови трансформації цифрової демократії. Метою статті є визначення особливостей впливу технологій штучного інтелекту на форми та механізми політичної участі громадян, а також оцінка потенційних можливостей і ризиків їх використання у політичній сфері. Методи дослідження: застосовано аналіз і синтез для узагальнення теоретичних підходів; системний метод – для оцінки ШІ як елемента політичної системи; контент-аналіз цифрових платформ і соціальних мереж – для ідентифікації алгоритмізованих практик комунікації та впливу на громадську думку. The rapid development of information and communication technologies, particularly artificial intelligence (AI), has significantly transformed mechanisms of communication between society and government, leading to new formats of citizens’ engagement in political processes and creating preconditions for the transformation of digital democracy. The purpose of the article is to identify the specific features of the influence of artificial intelligence technologies on the forms and mechanisms of citizens’ political participation, as well as to assess the potential opportunities and risks of their use in the political sphere. Research methods. The study applies analysis and synthesis to generalize theoretical approaches; the system method – to evaluate AI as an element of the political system; and content analysis of digital platforms and social networks – to identify algorithmic communication practices and their impact on public opinion.
