Державні комунікації як інструмент легітимізації політичних рішень

Abstract

У статті досліджується роль державних комунікацій як ключового інструменту легітимізації політичних рішень в Україні. Автори наголошують, що у сучасних умовах повномасштабної війни та інтенсивного інформаційного тиску державні комунікації виконують подвійну функцію: забезпечення прозорості та пояснення суспільству логіки ухвалених рішень, а також захист від дезінформації та ворожих маніпулятивних наративів. Наукова новизна роботи полягає у комплексному аналізі не лише позитивних ефектів, але й ризиків, пов’язаних із комунікативними практиками влади, зокрема небезпеки надмірної централізації, «монополізації тривоги» та цифрового розриву. The article examines the role of state communications as a key instrument for legitimizing political decisions in Ukraine. The authors emphasize that under the current conditions of full-scale war and intensive information pressure, state communications perform a dual function: ensuring transparency and explaining to society the logic of political decisions, while simultaneously protecting against disinformation and hostile manipulative narratives. The scientific novelty of the work lies in its comprehensive analysis of not only the positive effects but also the risks associated with governmental communication practices, particularly the dangers of excessive centralization, the “monopolization of anxiety,” and the digital divide.
