Стратегічні військово-політичні комунікації в контексті протидії інформаційній агресії: інституційно-організаційне удосконалення в країнах ЄС та НАТО

Abstract

Розглядаються організаційно-планувальні заходи, актори та інститути, які здійснюють моніторинг аналіз та вироблення рекомендацій щодо поведінки урядів та військового сектору в умовах ворожих маніпуляцій. У цьому контексті стратегічний рівень військово-політичних комунікацій актуалізується в рамках завдань уточнення інституційних форм координації дій так і в рамках змінного наповнення інформацій них повідомлень. В статті проаналізовано підходи до стратегічних комунікацій, прийняті сучасними міжнародними й національними організаціями (зокрема, ЄС, НАТО), підкреслено особливості поєднання оборонних та проактивних заходів. Зазначено про необхідність сприяння всебічному розумінню ворожих наративів та розробку контрповідомлень, які підтримують прозорість та достовірність. Наголошено, що суспільний вимір є критично важливим, оскільки стратегічні комунікації спираються не лише на повідомлення «згори донизу», але й на розширення можливостей громадян розпізнавати дезінформацію та чинити їй опір навіть на рівні особистих публікацій або реакцій в мережі Інтернет. The article examines organizational and planning measures, actors and institutions that monitor, analyze and develop recommendations regarding the behavior of governments and the military sector in the context of hostile manipulations. In this context, the strategic level of military-political communications is updated within the framework of the tasks of clarifying institutional forms of coordination of actions and within the framework of the variable content of information messages. The article analyzes approaches to strategic communications adopted by modern international and national organizations (in particular, the EU, NATO), emphasizes the features of combining defensive and proactive measures. The need to promote a comprehensive understanding of enemy narratives and develop counter-messages that support transparency and credibility is noted. It is emphasized that the societal dimension is critically important, as strategic communications rely not only on top-down messaging, but also on empowering citizens to recognize and counter disinformation, even at the level of personal posts or reactions on the Internet.
