Українсько-китайські відносини: відтінок української міграції та війни 2022–2025 рр. в умовах агресії рф та глобального розвитку

Abstract

В статті розглядаються українсько-китайські відносини, їх вплив на політичні та соціально-економічні процеси Китаю в умовах агресії рф в Україні 2022–2025 рр. та виокремлюється відтінок української міграції в цих подіях. Китай визначається як гегемон, який прагне зайняти ведуче місце в глобалізаційному політичному та соціально-економічному процесі, в якому намагається дотримуватись принципу не втручання у внутрішні справи країн – партнерів та поваги суверенітету і тери- торіальної цілісності усіх країн. Зосереджується увага на специфіці і особливостях політичних та соціально-економічних процесів, пов’язаних з обставинами, виклика- ними вимушеністю знаходження на території Китаю мігрантів-біженців від війни 2022–2025 рр. з України в умовах агресії рф. Висвітлюються українсько-китайські відносини останніх років з огляду на агресію рф в Україні, притоку мігрантів-біжен- ців від війни в Україні до КНР та інтенсивність політичних і соціально-економічних процесів. В цих процесах Китай характеризується як континентальний гігант, що проводить гнучку політику, вдало поєднує «жорстку» та «м’яку» сили. Розкрива- ється на загал «китайська мрія» з проєктом «Один пояс, один шлях» та сучасна зовнішня політика КНР під керівництвом Сі Цзіньпіна, її реакція на російсько-україн- ську війну, що криють певні протиріччя у відносинах КНР і України та КНР і світового співтовариства, яке підтримує Україну в боротьбі проти агресії рф. Китай пропо- нує «утриматися від перетікання кризи» на світову економіку та не зловживати односторонніми санкціями, які обмежують діяльність бізнесу і закликає збільшувати співпрацю в усіх галузях економіки, а також захисту критично важливих об’єктів інф- раструктури України, враховуючи те, що суверенітет і територіальна цілісність усіх країн мають поважатися. Зазначається, що Пекін заявив про наміри надати кредитні та інвестиційні ресурси на реалізацію проєктів у сфері енергетики, інф- раструктури, сільського господарства та іпотечного кредитування. Пропозиція не була підтримана урядом України під тиском США і фінансові ресурси не були вико- ристані – можливість залучення запропонованих коштів залишається актуальною і Китай готовий розглянути проєкти щодо їх використання з боку України з метою закінчення війни та післявоєнного відновлення знищених територій України. The article examines Ukrainian-Chinese relations, their impact on China’s political and socio-economic processes in the context of Russian aggression in Ukraine in 2022– 2025 and highlights the shade of Ukrainian migration in these events. China is defined as a hegemon that seeks to take a leading position in the globalisation of political and socioeconomic processes, in which it tries to adhere to the principle of non-interference in the internal affairs of partner countries and respect for the sovereignty and territorial integrity of all countries. The article focuses on the specifics and peculiarities of political and socio-economic processes related to the circumstances caused by the forced stay in China of migrant refugees from the war of 2022–2025 from Ukraine in the context of Russian aggression. The article covers Ukrainian-Chinese relations in recent years in view of the Russian aggression in Ukraine, the inflow of refugee migrants from the war in Ukraine to China and the intensity of political and socio-economic processes. In these processes, China is characterised as a continental giant that pursues a flexible policy, successfully combining hard and soft power. The «Chinese dream» with the «One Belt, One Road» project and China’s current foreign policy under Xi Jinping, its reaction to the Russian-Ukrainian war are revealed to the public, revealing certain contradictions in relations between China and Ukraine and between China and the international community, which supports Ukraine in its fight against Russian aggression. China suggests «refraining from spilling over the crisis» into the global economy and «not abusing unilateral sanctions that restrict business activities» and calls for increased cooperation in all sectors of the economy, as well as the protection of critical infrastructure in Ukraine, given that «the sovereignty and territorial integrity of all countries must be respected». It is noted that Beijing has announced its intention to provide credit and investment resources for the implementation of projects in the energy, infrastructure, agriculture, and mortgage lending sectors. The proposal was not supported by the Ukrainian government under US pressure and the financial resources were not used – the possibility of attracting the proposed funds remains relevant and China is ready to consider projects for their use by Ukraine to end the war and post-war restoration of the destroyed territories of Ukraine.
