Інформаційна безпека як фактор формування національної стійкості України

Abstract

У статті досліджується феномен інформаційної безпеки як ключового чинника формування національної стійкості України в умовах гібридної війни. Актуальність проблеми зумовлена масштабним використанням Російською Федерацією інформа- ційно-психологічних операцій (ІПсО), кампаній дезінформації й маніпулятивних нара- тивів, спрямованих на дестабілізацію внутрішньої ситуації в Україні (підрив довіри до державних інституцій, вплив на суспільну свідомість, політичні процеси тощо). Розгойдування людської психіки, гра на емоціях, почуттях і настроях, дискреди- тація союзників, «прогнози» розвитку війни та її результатів, воєнно-політичної ситуації у світі та «плани поділу України» з подальшою ліквідацією державності – усе це складники інформаційно-психологічних операцій, якими в умовах збройної експансії росіяни намагаються підірвати бойовий дух українців на четвертому році війни. У контексті повномасштабної війни інформаційна безпека постає не лише як інструмент реагування, а як фундаментальний елемент забезпечення стійкості держави до багатовимірних загроз. Метою статті є аналіз інформаційної безпеки як складника політико-безпекової інфраструктури, що сприяє збереженню націо- нальної єдності, ефективності управління, мобілізаційної готовності та вивчення резильєнтності як складової психологічної витривалості суспільства в умовах три- валої війни. У межах дослідження було застосовано низку методів: аналізу, синтезу, індукції, системний підхід, що дозволило об’єктивно оцінити деструктивні впливи на інформаційний простір та потенціал держави до протидії їм. Результати дослі- дження засвідчують, що інформаційна безпека є не ізольованим технічним напря- мом, а комплексним явищем, що охоплює законодавчі, стратегічні, освітні, соці- альні та комунікаційні виміри. Вона інтегрується у загальну систему національної стійкості поряд із політичним, економічним, безпековим, соціокультурним компо- нентом. У статті акцентовано на важливості цілісної системи інформаційної без- пеки як чинника посилення національної стійкості, довіри до інституцій та націо- нального спротиву. This article examines the role of information security as a key factor in shaping Ukraine’s national endurance under the conditions of hybrid warfare. The relevance of the problem is underscored by the extensive use of psychological influence operations (psyops), disinformation campaigns, and manipulative narratives by the Russian Federation, all aimed at destabilizing Ukraine’s domestic affairs–eroding trust in government institutions, influencing public opinion, and undermining political processes. The erosion of public peace of mind, the manipulation of emotions, beliefs, and intentions, the spread of «predictions» about the course and outcome of the war and global geopolitical shifts, as well as narratives about the disintegration of Ukraine and the elimination of its statehood, represent the core tools of Russia’s psychological psychological operations. These operations are designed to undermine Ukrainian morale in the fourth year of full-scale war and amid ongoing Russian military expansion. In this context, information security functions not merely as a reactive tool, but as a fundamental component of the state’s capacity to withstand complex, multidimensional threats. The aim of this article is to analyse information security as an element of the political and security infrastructure that supports national unity, effective governance, and societal resilience. Particular attention is given to psychological endurance during prolonged armed conflict. The research employs methods of analysis, synthesis, induction, and a systematic approach, enabling an objective assessment of the destructive influences on the media landscape and the state’s ability to counter them. The findings demonstrate that information security is not an isolated technological concern but a multifaceted phenomenon encompassing legislative, strategic, educational, social, and communicative dimensions. It is embedded within the broader system of national endurance, along with political, economic, security, and sociocultural components. This article emphasizes the importance of a comprehensive information security system as a critical factor in reinforcing national resilience, institutional trust, and resistance to external threats.
