Конструювання інституціональних платформ реалізації управління як елементів посилення стійкості політичної системи

Abstract

Акцентовано, що сталий розвиток можливий лише за умов рівності доступу до основних ресурсів, уникнення монополізації влади та збереження демократичних принципів управління. Відзначено, що це одночасно означає розбудову такого типу інститутів, які з одного боку захищають права громадян, а з іншого стимулюють їх участь у соціально-економічних процесах. Для держав, які знаходяться у фазі інституціональної кризи та посткризового відновлення, це є особливо значущим фактором подальшого розвитку. Встановлено, що у такій ситуації постає важливе завдання розробки і реалізації феномену інституціональних платформ як інстру- менту забезпечення державного суверенітету, легітимності та адаптивності. Ці платформи мають стати основою для інтеграції економічних, соціальних і безпе- кових механізмів у єдину систему державотворення. It is emphasized that sustainable development is possible only under conditions of equal access to basic resources, avoidance of monopolization of power, and saving of democratic principles of governance. It is noted that this simultaneously means building such institutions that, on the one hand, protect the rights of citizens and, on the other, stimulate their participation in socio-economic processes. For states that are in a phase of institutional crisis and post-crisis recovery, this is a particularly significant factor for further development. It has been established that in such a situation, an important task arises to develop and implement the phenomenon of institutional platforms as a tool for ensuring state sovereignty, legitimacy, and adaptability. These platforms should become the basis for integrating economic, social, and security mechanisms into a single system of state formation. The purpose of the article is to study the possibilities of constructing institutional platforms in the process of implementing state power as elements of its institutional structure, which should contribute to strengthening the stability of the political system of society as a whole. This study is based on a comprehensive methodology of institutional analysis, which makes it possible to study those elements of the political system, the structure of public administration, and the environment of economic processes (economic institutionalism) that were necessary to fulfil the research tasks. It is determined that the institutional platform as a structural and functional mechanism, which acts as a practical embodiment of institutional policy research, ensures the coordination of actions of state institutions, adaptation to challenges and the establishment of state sovereignty in peacetime and in emergency circumstances, such as martial law. The formation of an institutional platform is not only a new format for strengthening state-building, but also a key mechanism for integrating Ukraine's efforts in war and post-war reconstruction. It has been proven that such an approach lays the foundation for democratic development, long-term economic growth, and strengthening state sovereignty. The development of institutional platforms and their implementation reflect an awareness of the long-term impact of the formation and evolution of institutions on statehood and social well-being. It is emphasized that institutional platforms should become architectural elements of a restored Ukrainian state, capable of effectively responding to future challenges and standing on the principles of sovereignty, democracy, and the well-being of citizens.
