Діаспорна політика ФРН і Франції в сучасних умовах

Abstract

Розглядаються актуальні питання діаспорної політики двох великих і впливових європейських держав – Федеративної Республіки Німеччина (ФРН, Німеччина) та Французької Республіки (ФР, Франція). Визначається суть та основні форми і напрями діаспорної політики держави задля посилення свого міжнародного іміджу. Виділяються спільні та відмінні особливості поширення німецької та французької діаспор. Відзначається істотна відмінність у проведенні діаспорної політики як для традиційних діаспор, так і щодо теперішніх своїх громадян, які проживають за кордоном. Робляться вступні застереження, що німецька та французька діаспори стали підґрунтям формування багатьох політичних націй країн Нового Світу, а тому не посідають значимого місця у цій політиці. До того ж ФРН проводить відмінну регіональну політику щодо етнічних німців в країнах Заходу та щодо німців Центрально-Східної Європи і колишнього Радянського Союзу. Аналізується репатріаційна політика ФРН щодо етнічних німців з країн колишнього соціалізму та СРСР. Особлива увага звертається на інституційне та організаційне забезпечення державної підтримки діаспор у діяльності відповідних підрозділів міністерств та відомств, громадських рухів та об’єднань. Відзначається більш активна культурно-просвітницька та соціальна політика ФР щодо своєї діаспори та французів за кордоном. Акцентується увага на тому, що багато складових діаспорної політики ФРН та Франції в умовах ЄС мають відмінні підходи, ніж в інших регіонах світу, оскільки громадяни цих країн користуються в Європі багатьма правами, що й місцеві мешканці. Аналізуються основні напрями політичної, освітньої, культурної, економічної та соціальної діяльності у сфері відносин з національними діаспорами та зі співвітчизниками за кордоном. Порівнюються подібні та відмінні, успішні та проблемні сторони реалізації діаспорної політики ФРН і Франції. З’ясовуються суспільно-історичні особливості формування німецької та французької діаспор в Україні та сучасний стан їхньої суспільної активності. Використовуються принципи системного аналізу, історико-генетичний, статистичні, порівняльні та інші методи дослідження. The article deals with topical issues of diaspora policy of two large and influential European countries – the Federal Republic of Germany (FRG, Germany) and the French Republic (FR, France). The essence and main forms and directions of the state’s diaspora policy to strengthen its international image are determined. Common and distinctive features of the German and French diasporas spread are highlighted. The author notes a significant difference in the implementation of diaspora policy both for traditional diasporas and for current citizens living abroad. The author makes an introductory remark that the German and French diasporas became the basis for the formation of many political nations in the New World, and therefore do not occupy a significant place in this policy. In addition, Germany pursues a distinctive regional policy toward ethnic Germans in the West and toward Germans in Central and Eastern Europe and the former Soviet Union. The author analyzes Germany’s repatriation policy towards ethnic Germans from the countries of former socialism and the USSR. Particular attention is paid to the institutional and organizational support of state support for diasporas in the activities of relevant departments of ministries and agencies, social movements and associations. The author emphasizes the more active cultural, educational and social policy of France in relation to its diaspora and the French abroad. It is emphasized that many components of the diaspora policy of Germany and France in the EU have different approaches than in other regions of the world, since citizens of these countries enjoy many rights in Europe that are the same as local residents. The article analyzes the main directions of political, educational, cultural, economic and social activities in the field of relations with national diasporas and with compatriots abroad. Similarities and differences, successful and problematic aspects of the implementation of diaspora policy in Germany and France are compared. The author analyzes the socio-historical features of the formation of the German and French diasporas in Ukraine and the current state of their social activity. The principles of system analysis, historical and genetic, statistical, comparative and other research methods are used.
