Проблеми діяльності політичних партій в умовах воєнного стану в Україні

Abstract

The full-scale invasion of the Russian Federation on the territory of independent, sovereign and democratic Ukraine caused the emergence of unprecedented challenges and dangers of modern times, the destabilizing influence of which spread to the activities of political parties. It becomes obvious that political parties are unable to carry out their activities in the usual way in non-standard conditions, and the effectiveness of rapid reformation on the basis of introducing martial law in the state additionally creates a number of unresolved tasks and risks. The purpose of the article is theoretical and applied research of the problems of political parties in the conditions of martial law in Ukraine. The methodological basis of the research is general scientific and special methods of scientific knowledge, namely: system analysis, synthesis, scientific abstraction, functional-system approach, comparison, classification, generalization, systematization. The results of the conducted research reveal that the current state of development of the party system in Ukraine is characterized as a crisis. Significant problems of the activity of political parties in the conditions of martial law in Ukraine were identified, including the banning of the activity of certain political parties due to their anti-Ukrainian and pro-Russian position, conducting war propaganda, making calls for the overthrow of the constitutional order, and threatening the sovereignty and territorial integrity of Ukraine. It has been proven that the normative and legal regulation of the activities of political parties in the conditions of the introduction of martial law in Ukraine is imperfect and needs to be reviewed and appropriate changes made. Significant risks of influence on the activities of political parties of oligarchic structures and their financing of political parties have been identified, as a result of which there is lobbying of the interests of these entities and violation of the rights of the public. The ineffectiveness of the existing mechanisms of interaction between political parties and public organizations has been established, as a result of which the level of trust of the population in the party system is significantly reduced. The need to form a complex of measures to increase the effectiveness of political parties, strengthen their independence, transparency and openness of activity, as well as publicity and highlighting of activity results and autonomy in matters of financing is substantiated. Повномасштабне вторгнення Російської Федерації на територію незалежної, суверенної та демократичної України спричинило виникнення безпрецедентних викликів і небезпек сучасності, дестабілізуючий вплив яких поширився і на діяльність політичних партій. Стає очевидним, що здійснювати свою діяльність у звичному режимі. Вони опинилися перед серйозними викликами швидкого переформатування своєї діяльності відповідно до умов воєнного стану. Метою статті є теоретико-прикладні дослідження проблем діяльності політичних партій в умовах воєнного стану в Україні. Методологічну базу дослідження становлять загальнонаукові та спеціальні методи наукового пізнання, а саме: системний аналіз, синтез, наукова абстракція, функціонально-системний підхід, порівняння, класифікація, узагальнення, систематизація. Результати проведеного дослідження дозволяють виявити, що сучасний стан розвитку партійної системи в Україні характеризується як кризовий. Виявлено вагомі проблеми діяльності політичних партій в умовах воєнного стану в Україні, зокрема те, що лише після початку широкомасштабного вторгнення військ Російської Федерації заборонено діяльності окремих політичних партій через їх антиукраїнську та проросійську позицію, ведення пропаганди війни, здійснення закликів до повалення конституційного ладу та загрозу суверенітету й територіальної цілісності України. Доведено, що нормативно-правове регулювання діяльності політичних партій в умовах запровадження воєнного стану в Україні недосконале та потребує перегляду й внесення відповідних змін. Виявлено вагомі ризики впливу на діяльність політичних партій олігархічних структур та здійснення ними фінансування політичних партій, внаслідок чого спостерігається лобіювання інтересів зазначених суб’єктів та порушення прав громадськості. Встановлено недієвість існуючих механізмів взаємодії політичних партій із громадськими організаціями, внаслідок чого істотно знижується рівень довіри населення до партійної системи. Обґрунтовано необхідність формування комплексу заходів щодо підвищення ефективності діяльності політичних партій, посилення їх незалежності, прозорості та відкритості діяльності, а також публічності при висвітлені результатів та автономії у питаннях фінансування.
