Інформаційне суспільство в Україні: реальність та виклики

Abstract

The relevance of the problem. The modern period of development of the information society in Ukraine is associated with its steady movement towards the values of the Western digital civilization of the European Community. The speed and depth of changes caused by this process actualize the need to study real achievements in the development of the information society and the challenges that arise in all spheres of public life, and especially in the ability of the information society to provide a person with rapidly transforming worldview guidelines in the world around him. The purpose of the article is to study the real state of the implementation of the information society in Ukraine and the challenges that determine this process in the context of analyzing human problems as the main factor in the development of digital civilization in the context of the global trend of the current stage of social development. The methodological basis of the study is determined by the set goal and objectives of the work and is characterized by the application of theoretical principles of the dialectical combination of analysis and synthesis, historical and logical approaches, comparison and analogy, as well as hypothetical-deductive, comparative, structural-functional and hermeneutic methods. Research results. It was concluded that the issues of mastering new technologies by Ukraine and ensuring the rapid innovative transformation of all spheres of society's life are issues of survival, ensuring security and international status, achieving the well-being and quality of life of the country's population. It is noted that the consequences of the introduction of information technologies in the life of society are not only progressive innovations that contribute to the process of improving society and man, but also challenges (threats, risks) that significantly change sustainable processes and which, of course, need to be responded to. It is emphasized that the pros and cons of the information society are a reality that requires systematic study. In this context, the upbringing of a worthy citizen of the information society, who is able not only to act as a passive user, but also as a competent and adequate consumer of information, becomes a priority. Today, the study of the information sector has become so relevant that ignoring it leads to a threat to national security. Актуальність дослідження. Сучасний період у розвитку інформаційного суспільства в Україні пов’язаний з її впевненим рухом до цінностей західної цифрової цивілізації Європейської спільноти. Швидкість та глибина змін, що обумовлені цим процесом актуалізують необхідність дослідження реальних здобутків в розвитку інформаційного суспільства та тих викликів, що виникають в усіх сферах суспільного життя і особливо в здатності інформаційного суспільства забезпечувати людині світоглядні орієнтири у навколишньому світі, який стрімко трансформується. Метою статті є дослідження реального стану реалізації інформаційного суспільства в Україні та тих викликів, що обумовлюють цей процес в контексті аналізу проблем людини як головного фактору розвитку цифрової цивілізації в умовах глобальної тенденції сучасного етапу суспільного розвитку. Методологічна основа дослідження зумовлена поставленою метою і завданнями роботи та характеризується застосуванням теоретичних принципів діалектичного поєднання аналізу і синтезу, історичного та логічного підходів, порівняння та аналогії, а також гіпотетико-дедуктивного, компаративістського, структурно-функціонального та герменевтичного методів. Результати дослідження. Було зроблено висновок, що питання опанування Україною нових технологій і забезпечення стрімкого інноваційного перетворення усіх сфер життєдіяльності суспільства – це питання виживання, забезпечення безпеки та міжнародного статусу, досягнення добробуту і підвищення якості життя населення країни. Наголошується, що наслідками впровадження інформаційних технологій в життя суспільства стають не лише прогресивні інновації, що сприяють процесу удосконалення суспільства та людини, але й виклики, (загрози, ризики), які суттєвим чином змінюють сталі процеси і на які безумовно треба реагувати. Підкреслюється, що плюси та мінуси інформаційного суспільства – це реальність, яка потребує планомірного вивчення. В цьому контексті пріоритетного значення набуває виховання гідного громадянина інформаційного суспільства, здатного не лише виступати в ролі пасивного користувача, а й грамотного та адекватного споживача інформації. Сьогодні вивчення інформаційного сектора стало настільки актуальним, що його ігнорування веде до загрози національній безпеці.
