Стратегічні пріоритети ракетно-ядерних програм провідних країн світу в умовах дезінтеграції міжнародних відносин

Abstract

The article presents studies of the features of the strategic priorities of the nuclear missile programs of the leading countries of the world in the context of the disintegration of international relations, which was caused by a large-scale Russian military invasion in Ukraine. The study of analytical reports, scientific positions of scientists and the nuclear missile programs of world leaders themselves made it possible to trace and characterize the regular trends represented by priority political instruments in the context of international security transformations. The relevance of research on this issue is due to the inevitability of reformatting the security balance among the world’s leading countries that officially own nuclear missile weapons. Modern scientific concepts aimed at comprehending the strategies for the development of nuclear missile programs need significant updating, conceptualization and theorization in the context of the dynamics of the factor risk of geopolitical shifts. It is proved that in modern international security relations the position of the Russian nuclear missile strategy has become a trigger for the revision of the main priorities in the nuclear missile policy of NATO countries and China. The characteristics of the key components in the strategic programs of the leading countries of the world regarding the non-use of nuclear missile weapons and the transformation of the political conditions of deterrence in international security policy are given. In the course of the study, a wide range of methods was used, including the method of comparative analysis, which made it possible to compare strategic priorities in the nuclear missile programs of the leading countries of the world, the method of analysis and synthesis, doctrinal and dialectical methods, and others. The article summarizes the need to revise the coordination foundations of international security policy in the context of the disintegration of international relations at the present stage of the balance of nuclear missile potentials of countries thato fficially have them in service. У статті представлені дослідження особливостей стратегічних пріоритетів ракетно-ядерних програм провідних країн світу в умовах дезінтеграції міжнародних відносин, причиною чого стало широкомасштабне російське воєнне вторгнення в Україну. Дослідження аналітичних звітів, наукових позицій вчених та безпосередньо самих ракетно-ядерних програм світових лідерів надало можливість прослідкувати і охарактеризувати закономірні тенденції, що представлені пріоритетними політичними інструментами в умовах міжнародних безпекових трансформацій. Актуальність досліджень даної проблематики зумовлена невідворотністю переформатування безпекового балансу серед провідних країн світу, котрі офіційно володіють ракетно-ядерним озброєнням. Сучасні наукові концепції, спрямовані на осмислення стратегій розвитку ракетно-ядерних програм, потребують суттєвого оновлення, концептуалізації та теоретизації в умовах динаміки факторного ризику геополітичних зрушень. Доведено, що у сучасних міжнародних безпекових відносинах позиція російської ракетно-ядерної стратегії стала тригером для перегляду основних пріоритетів у ракетно-ядерній політиці країн НАТО і Китаю. Подано характеристику ключових компонент у стратегічних програмах провідних країн світу відносно незастосування ракетно-ядерних озброєнь та трансформації політичних умов стримування у міжнародній безпековій політиці. Під час дослідження застосовано широкий спектр методів, серед яких метод компаративного аналізу, який дозволив здійснити порівняння стратегічних пріоритетів у ракетно-ядерних програмах провідних країн світу, метод аналізу і синтезу, доктринальний та діалектичний методи та інші. У статті резюмовано необхідність перегляду координаційних основ міжнародної безпекової політики в умовах дезінтеграції міжнародних відносин на сучасному етапі балансу ракетно-ядерних потенціалів країн, які офіційно мають їх на озброєнні.
