Концепт «євроінтеграція»: історико-політологічний дискурс

Abstract

The article is devoted to the conceptual analysis of the concept of “European integration” with the purpose to highlight both the relevance and importance of the specified directions and approaches for understanding the temporal variability of the content and goals in politics. It looks at the emergence and development of the concept, the ideological and theoretical justification of the purpose, goals and directions of the European integration policy, which formed the essence of the concept “European integration”; it analyzes the forms and approaches of various theoretical directions of the formation of European integration. It is proved that the basis of the united Europe of the 20th century after the Second World War contains the thesis of a common European identity and a significant economic potential for the integration of European countries. European culture, identity, values, heritage are always a priority in public discussions as an argument in favor of the unquestionable unity of Europe. Different spectrum of theories of European integration, which are important in the conditions of modern European practices, are under analysis, in particular, federalism and neo-federalism, functionalism and neo-functionalism, institutionalism, intergovernmentalism (intergovernmentalism). On the basis of the analyzed facts and the theoretical basis, a conclusion is made about the catch-all nature of the conceptualization of European integration processes. Despite the fact that the scientific justification of European integration is based on the theory of international relations and integration, the conceptual scenarios and approaches to determining the state and prospects of the development of the EU come from the practice of the development of a supranational community, relations between member countries, and the request of non-residents regarding the expansion of the borders of the European Union. It is emphasized that the described theoretical models that form the concept unite the priority of the economic component as economic drivers, embodied in the idea of a common market and other preferences for the EU member states, that motivated the members of the community to consolidate efforts to strengthen the position of the European Union, its development, and sometimes simple preservation. It was found that the main ascertaining conclusion is the change of the essence of European integration precisely in the context of the transformation of the principle of goal setting: from unification for the sake of monopolistic domination through the idea of peace, striving for economic self-sufficiency and competitiveness to finding ways to preserve the integrity of the European Union and markers of its identity. Статтю присвячено концептуальному аналізу поняття «євроінтеграція» з метою виокремлення як актуальності, так і важливості зазначених напрямів і підходів до розуміння темпоральної змінюваності змісту й цілей у політиці. З’ясовано чинники зародження та розвитку концепту, ідейно-теоретичне обґрунтування мети, цілей і напрямів політики євроінтеграції, що сформували сутність концепту «євроінтеграція»; проаналізовано форми й підходи різних теоретичних напрямів формування європейської інтеграції. Доведено, що в основі об’єднаної після Другої світової війни Європи ХХ ст. міститься теза про спільну загальноєвропейську ідентичність та значний економічний потенціал для інтеграції європейських держав. Європейські культура, ідентичність, цінності, спадок завжди є пріоритетом у публічних дискусіях як аргумент на користь безапеляційної єдності Європи. Проаналізовано різний спектр теорій європейської інтеграції, які є важливими в умовах сучасних європейських практик, зокрема федералізм і неофедералізм, функціоналізм та неофункціоналізм, інституціоналізм, міжурядовість (інтерговернменталізм). На основі проаналізованих фактів та теоретичного базису зроблено висновок про навздогінний характер концептуалізації євроінтеграційних процесів. Попри те, що наукове обґрунтування європейської інтеграції спирається на теорії міжнародних відносин та інтеграції, концептуальні сценарії і підходи до визначення стану й перспектив розбудови Європейського Союзу виходять із практики розвитку наднаціональної спільноти, стосунків між країнами-членами, запиту нерезидентів щодо розширення меж Європейського Союзу. Підкреслено, що описані теоретичні моделі, які формують концепт, об’єднує пріоритетність економічного складника, позаяк саме економічні рушії, утілені в ідеї спільного ринку та інших преференцій для держав – членів Європейського Союзу, мотивували учасників спільноти консолідувати зусилля задля укріплення позиції Європейського Союзу, його розвитку, а часом і простого збереження. З’ясовано, що головним констатуючим висновком є зміна євроінтеграційної сутності саме в контексті трансформації принципу цілепокладання: від об’єднання заради монопольного панування через ідею миру, прагнення економічної самодостатності та конкурентоспроможності до пошуку шляхів збереження цілісності Європейського Союзу і маркерів його ідентичності.
