Діаспорна політика держав Балтії на сучасному етапі

Abstract

Conducting a well-balanced diaspora policy is considered one of the main tasks of the state functioning because it forms the basis of the trust in their homeland for former compatriots and their citizens who are living abroad for a long time, allows maintaining and improving various contacts of a political, cultural, educational and economic issues, strengthening family contacts etc. It is a reliable source of financial income from abroad, it forms the basis for lobbying national interests in the countries of the diaspora residence. The goal of the study is to analyze the current state, problems and prospects of the diaspora policy of the Baltic countries – Lithuania, Latvia and Estonia. Under modern conditions, the governments of these countries managed to establish stable and successful forms of cooperation with organizations of national diasporas, created state institutions and other channels of constant contact for the comprehensive support of these organizations and for the use of the diaspora potential in their own social growth. The article defines the essence,main forms and directions of the diaspora state policy, investigates the main reasons, historical stages of the formation and geography of the Baltic countries diaspora, the peculiarities of their public activities and,also, cultural and educational organizations abroad. Particular attention is paid to the institutional and organizational provision of the state support for diasporas in the form of government aid programs, activities of relevant divisions of ministries and departments, public movements and associations. The main directions of political, educational, cultural, youth, economic and social activities in relations with national diasporas are also analyzed. The strategy of supporting the diasporas of the Baltic countries, which act as a mediator between the homeland and the countries of settlement, is reduced to improving the forms and channels of cooperation in the conditions of a globalized democratic world using modern communication networks, but not at the cost of limiting the national interests of the host state. Similar and different, successful and problematic aspects of the implementation of the diaspora policy of the Baltic states are compared.It is examined opportunities of using the experience of these countries to increase the effectiveness of support for the Ukrainian diaspora. The principles of the system approach, historical-genetic, statistical, comparative and other research methods are used. Проведення виваженої діаспорної політики вважається одним з головних завдань функціонування держави, адже вона становить підґрунтя довіри колишніх співвітчизників і своїх громадян, які тривалий час проживають за кордоном, до батьківщини, дозволяє вдосконалювати різноманітні контакти політичного, культурного, освітнього та економічного характеру, зміцнювати родинні контакти. Ця політика є надійним джерелом фінансових поступлень з-за кордону, становить основу для лобіювання національних інтересів у країнах проживання діаспори. Метою дослідження є аналіз сучасного стану, проблем та перспектив діаспорної політики країн Балтії – Литви, Латвії та Естонії. За сучасних умов уряди цих країн зуміли налагодити стабільні і успішні форми співпраці з організаціями національних діаспор, створили державні інституції та інші канали постійного контакту задля всебічної підтримки цих організацій та задля використання потенціалу діаспори у власному суспільному зростанні. У статті визначається суть та основні форми і напрями діаспорної політики держави, досліджуються головні причини, історичні етапи формування та географія поширення діаспор країн Балтії, особливості діяльності їхніх громадських та культурно-просвітницьких організацій за кордоном. Особлива увага звертається на інституційне та організаційне забезпечення державної підтримки діаспор у формі урядових програм допомоги, діяльності відповідних підрозділів міністерств та відомств, громадських рухів та об’єднань. Аналізуються також основні напрями політичної, освітньої, культурної, молодіжної, економічної та соціальної діяльності у відносинах з національними діаспорами. Стратегія підтримки діаспор країн Балтії зводиться до вдосконалення форм та каналів співпраці в умовах глобалізованого демократичного світу з використанням сучасних мереж спілкування, проте не ціною обмеження національних інтересів держави перебування. Порівнюються подібні та відмінні, успішні та проблемні сторони реалізації діаспорної політики держав Балтії. З’ясовуються можливості використання досвіду цих країн для посилення ефективності підтримки української діаспори. Використовуються принципи системного підходу, історико-генетичний, статистичні, порівняльні та інші методи дослідження.
