Локальний політичний менеджмент: інституційні та організаційні засади

Abstract

Розглядається локальний рівень розгортання процесів політичного забезпечення сталого розвитку. Вивчено особливості інституалізації локальної політики, яка почала повноцінно розвиватися зі стартом процесів децентралізації в сучасній Україні. Встановлено ознаки ідентифікації ключових інститутів та організаційних процесів, які визначають конфігурацію локального політичного менеджменту. З’ясовано специфіку консолідації зусиль громадянського суспільства та обраних політичних представників громади, які покликані зберегти суспільну стабільність та умови життя населення. У статті застосовуються фахові методичні засоби сучасних політичних наук. Зокрема, компаративний аналіз описує інституційні основи політичних рішень в умовах локального політикуму. Структурний аналіз визначає значення та вплив ключових організаційних вимірів політичного інституалізації місцевих громад. Фахові методи включають системний підхід і метод неоінституціоналізму. Вони спрямовані на визначення важливих напрямків еволюції організаційної структури на локальному та ситуативному рівнях, а також конкретні структурні зв’язки інститутів локального політичного менеджменту. Увага приділяється організаційним ланкам локального політичного менеджменту, які формуються навколо демократичного політичного лідерства. Встановлено, що у трансформаційних державах політична конкуренція на локальному рівні лише проходить період апробації. Доведено, що за умови домінування перших політичних система рухається до консолідований демократії. Встановлено, що якісне зростання інституційного забезпечення локальної політичної системи зумовлене об’єктивними показниками модернізації. Розкрито значення кейсу сучасної України, який свідчить, що процеси децентралізації спричинили появу місцевих політичних сил та громадських рухів. З’ясовано, що за умови їх внутрішньої консолідації партійна політика стає рушійною силою локальної демократії. Доведено, що за цифрової доби важливою інституційною ланкою локального політичного менеджменту стають структури управління медіа-простором та політичне інформування громади. The local level of deployment of processes of political support for sustainable development is considered. The peculiarities of the institutionalization of local politics, which began to fully develop with the start of decentralization processes in modern Ukraine, were studied. Signs of identification of key institutions and organizational processes that determine the configuration of local political management have been established. The specifics of the consolidated efforts of civil society and elected political representatives of the community aimed at preserving social stability and the living conditions of the population have been clarified. The article uses professional methodical tools of modern political sciences. In particular, the comparative analysis describes the institutional foundations of political decisions in the conditions of local politics. Structural analysis determines the meaning and influence of key organizational dimensions of political institutionalization of local communities. Professional methods include the systemic approach and the method of institutionalism. They are aimed at determining the important directions of the evolution of the organizational structure at the local and situational levels, as well as specific structural connections of local political management and the behavior of the leading subjects of the community’s political activity. Attention is paid to organizational links of local political management, which are formed around democratic political leadership. It has been established that in transformational states, political competition at the local level is only undergoing a trial period. It is proved that under the condition of the dominance of the first political system moves towards a consolidated democracy. It has been established that the qualitative growth of the institutional support of the local political system is determined by objective indicators of modernization. The importance of the case of modern Ukraine is revealed, which shows that the processes of decentralization caused the emergence of local political forces and public movements. It has been found that, under the condition of their internal consolidation, party politics becomes the driving force of local democracy. It has been proven that in the digital age, media space management structures and community political information become an important institutional link of local political management.
