Вплив е-технологій на формування відносин влади та громадян у сучасній Україні

Abstract

Theoretical foundations of e-governance and e-democracy are substantiated as important mechanisms that contribute to increasing efficiency, openness and transparency of activities of state authorities and local self-government bodies. E-democracy in the conditions of the information society, as well as in the complex processes generated by the global pandemic, is designed to adapt democratic procedures to the challenges of today, establish cooperation between citizens and government institutions and promote the development of civil society, which causes the actualization of its research. The purpose of the article is to determine the analysis of modern democratic e-technologies as tools for establishing relations between citizens and authorities in modern Ukraine. The defined goal involves the use of methods such as analysis and synthesis, as well as systematic and historical approaches. The political processes in Ukraine that contribute to the development of e-democracy and e-governance and ensure the openness of the activities of the branches of government are analyzed. The priority was emphasized the priority of introducing electronic interaction between state authorities and citizens for the state policy of Ukraine, which is legally justified in such normative legal acts as the Coalition Agreement, the Government’s Action Program, the Association Agreement between Ukraine and the EU, the Information Society Development Strategy, the National Informatization Program, etc. The issue of the possibility of introducing electronic voting as the latest electoral process technology in Ukraine has been revealed. The positive aspects of e-voting should include: saving time of voters and public funds, speeding up the vote count and accurate results, effective management of electoral system formulas, increasing the level of participation and turnout in elections, increasing the level of accessibility, the absence of spoiled ballots. Among the shortcomings are: the danger of cyberattacks, the possibility of violating voting secrecy, the risk of manipulation, the likelihood of fraud, hacking interference, restrictions on the possibility of recalculation, etc. The measures taken by the government on the prospects of using the electronic voting system were considered. The intensification of e-governance and e-democracy in Ukraine since 2014 has been noted. However, despite some progressive changes, Ukraine’s rating positions within the e-governance and e-democracy development index are insufficient, and the ambitious intentions of government officials are still promising. Обґрунтовано теоретичні основи е-урядування та е-демократії як важливих механізмів, що сприяють підвищенню ефективності, відкритості та прозорості діяльності органів державної влади та органів місцевого самоврядування. Електронна демократія в умовах інформаційного суспільства, а також у складних процесах, спричинених світовою пандемією, покликана пристосовувати демократичні процедури до викликів сьогодення, налагоджувати співробітництво громадян із владними інститутами та сприяти розвитку громадянського суспільства, що зумовлює актуалізацію її дослідження. Метою статті визначено аналіз сучасних демократичних е-технологій як інструментів налагодження відносин між громадянами та владою в сьогоденній Україні. Визначена мета передбачає застосування таких методів, як аналіз і синтез, а також системного та історичного підходів. Проаналізовано політичні процеси в Україні, які сприяють розвитку е-демократії та е-урядування і забезпечують відкритість діяльності гілок влади. Наголошено на пріоритетності запровадження електронної взаємодії органів державної влади та громадян для державної політики України, що законодавчо обґрунтовано в таких нормативно-правових актах, як Коаліційна угода, Програма діяльності Уряду, Угода про Асоціацію між Україною та ЄС, Стратегія розвитку інформаційного суспільства, Національна програма інформатизації тощо. Розкрито питання щодо можливостей запровадження електронного голосування як новітньої технології виборчого процесу в Україні. До позитивних аспектів е-голосування варто віднести: економію часу виборців та державних коштів, пришвидшення підрахунку голосів та точні результати, ефективне керування формулами виборчих систем, зростання рівня участі та явки на виборах, підвищення рівня доступності, відсутність зіпсованих виборчих бюлетенів. Серед недоліків виділяють: небезпеку кібератак, можливість порушення таємниці голосування, ризик маніпулювання, ймовірність шахрайства, хакерського втручання, обмеження щодо можливості перерахунку тощо. Розглянуто вжиті урядом заходи щодо перспектив застосування системи електронного голосування. Відзначено активізацію процесів розвитку е-урядування та е-демократії в Україні з 2014 р. Проте, незважаючи на певні прогресивні зрушення, рейтингові позиції України в межах індексу розвитку е-урядування та е-демократії є недостатніми, а амбітні наміри урядовців – і досі багатообіцяючими.
