Зовнішні міграційні процеси трудових ресурсів та міграція як аспект проблеми зайнятості

Abstract

Стаття присвячена дослідженню сучасного стану зовнішньої трудової міграції. Розглянуто її стан, причини виникнення та наслідки. Метою статті є визначення особливостей міграції, аспектів проблеми зайнятості, наслідків міжнародної трудової міграції та факторів формування міграційної політики. Проблеми трудової міграції набувають значення наприкінці ХХ – початку ХХІ ст. Проаналізовано переміщення людей як глобальне явище, яке не тільки обумовлює зовнішні міграційні процеси, але й впливає на них. Показано, що проблеми, пов’язані з процесами зовнішньої міграції, стають актуальнішими для України. Визначено фактори відштовхування трудових ресурсів за кордон, зокрема економічний. Досліджено широкомасштабні обстеження домогосподарств та напрями трудової міграції, розмір трудової міграції, масштаб постійної трудової міграції, а також характеристику сфер їх працевлаштування. Доведено, що грошові перекази мігрантів є важливим джерелом доходу. Проаналізовано, що Україна є однією з найбільших країн-донорів робочої сили в Європі. Обґрунтовано, що процеси, які відбуваються в Україні, як залежать від масштабів міжнародних міграційних процесів, так і впливають на них. У статті викладено результати дослідження вікових, професійних та кваліфікаційних характеристик з мотивами зовнішньої трудової міграції та її наслідками. Обґрунтовано, що глобалізація сприяє міграції висококваліфікованих робітників у розвинуті країни. Передумовами переміщення таких спеціалістів є кар’єрний ріст та високий дохід, можливість застосування своїх знань та здібностей. Показано, що трудова міграція – це об’єктивна реальність сучасного світу. Методологічною основою статті стали підходи, що пояснюють принципи міграції, фактори її впливу на соціально-економічні процеси загалом. Це насамперед системні та міждисциплінарні підходи. Методи дослідження базуються на принципах науковості, об’єктивності, компаративності тощо. The article is devoted to the study of the current state of foreign labor migration. Its condition, reasons and consequences are considered. The purpose of the article is to determine the features of migration, aspects of employment issues, the consequences of international labor migration and factors of migration policy formation. The problems of labor migration become important in the late XX – early XXI century. It have been analyzed that the movement of people as a global phenomenon causes not only the external migration processes, but also affects them. It has been shown that the problems related to the processes of external migration become more relevant for Ukraine. There were defined the factors of repulsion of the labor resources abroad in particular economic. There were studied the large-scale surveys of households and areas of labor migration, the size of labor migration, the scale of permanent labor migration, as well as the characteristics of their areas of employment. It has been studied that the remittances of migrants are an important source of income. It has been analyzed that Ukraine is one of the largest labor donor countries in Europe. It has been substantiated that the processes taking place in Ukraine depend on the scale of international migration processes and affect them at the same time. The article presents the results of the study of long term, professional and qualification characteristics with motives of foreign labor migration and its consequences. It is substantiated that globalization contributes to the migration of highly skilled workers in developed countries. Prerequisites for moving such specialists are careful growth and high income, the ability to use their knowledge and abilities. It has been shown that the labor migration is an objective reality of the modern world. The approaches explaining the principles of migration, the factors of its impact on socioeconomic processes in general have been chosen as the methodological basis of the article. These, first of all, are the systemic and interdisciplinary approaches. The research methods are based on the principles of scientific, objectivity, comparability, etc
