Особливості участі політичних партій у місцевих виборах 2020 року

Abstract

25 жовтня 2020 року в Україні пройшли місцеві вибори, переможці яких визначатимуть політичний курс для жителів регіонів України наступні п’ять років. У зв’язку з цим актуальним є виявлення особливостей участі політичних партій. Метою статті є аналіз особливостей участі політичних партій у місцевих виборах 2020 року в Україні. Досягнення цієї мети є можливим за умови вирішення таких завдань, як аналіз успіхів, невдач та перспектив на майбутнє політичних партій, що брали участь у виборах; з’ясування того, як сформований розклад сил в Одеських міськраді та облраді буде впливати на політичну стабільність в регіоні. Компаративістській підхід застосовувався до порівняння результатів політичних партій на виборах, що допомогло виявити їх особливості. Історичний метод використовувався під час аналізу особливостей участі політичних партій у місцевих виборах, що допомогло виявити фактори цього процесу. Системний метод сприяв розгляду політичної системи як цілісної, яка взаємодіє із зовнішнім середовищем і відчуває його вплив. Виявлено такі особливості участі політичних партій у місцевих виборах, як загальнонаціональний тренд на зміцнення місцевих еліт; збільшення числа регіональних партій, що брали участь у виборах; варіативність ситуативних коаліцій у радах усіх рівнів; формування різних відносин між фракціями одних і тих самих партій у різних регіонах країни (в одних місцевих радах вони є опонентами, в інших – партнерами по коаліції); зниження підтримки загальнонаціональних партій, що змогли провести своїх кандидатів до міської та обласної рад Одеського регіону (особливо помітно падіння підтримки партії «Слуга народу», яка на парламентських виборах лише рік тому змогла завоювати довіру 47% виборців Одеської області); збереження політичної стабільності в регіоні завдяки компромісам, що вигідно всім сторонам, незважаючи на те, що до органів місцевого самоврядування увійшли представники політичних сил, що опонують і між якими вже виникли перші конфлікти. On October 25, 2020, local elections were held in Ukraine. The winners of which will determine the political course for the residents of the regions of Ukraine for the next five years. It is important to identify the features of political parties’ participation. The purpose of the article is to analyze the peculiarities of political parties’ participation in the 2020 local elections in Ukraine. Achieving this goal is possible by solving the following tasks: to analyze the successes, failures and prospects for the future of political parties that participated in the elections; to find out how the current distribution of forces in the Odessa City Council and Regional Council will affect political stability in the region. The comparative approach was used in comparing the results of political parties in the elections, which helped to identify their features. The historical method was used in the analysis of the peculiarities of political parties’ participation in local elections, which helped to identify the factors of this process. The systemic method contributed to the consideration of the political system as a whole, which interacts with the external environment and feels its influence. The following features of political parties’ participation in local elections were revealed: national trend of strengthening local elites; increasing the number of regional parties that participated in the elections; variability of situational coalitions in councils of all levels; in different regions between the factions of the same parties are different relations; in some local councils they are opponents, in others they are coalition partners; decrease in support of national parties which were able to spend the candidates to city and regional councils of the Odessa region; despite the fact that the city and regional councils include representatives of the opposing political forces political stability in the region will be maintained through compromises, which is beneficial to all parties.
