Abstract

The article analyzes the cultural diplomacy of the United States of America under D. Trump Administration. The actuality of the problem is due to the importance of studying the components of foreign policy of the countries. Intercultural cooperation, as well as political, economic, military and other factors significantly affect modern international relations. The aim of the article is to analyze the cultural diplomacy of the United States of America during the presidency of D. Trump, and also to identify the features and changes in the approaches to the implementation of the cultural policy. The methodological basis of intelligence is the method of political and system analysis. The use of this method revealed common and distinctive features of cultural diplomacy of D. Trump Administration and his predecessors. Moreover, the topic requires the use of multidisciplinary approaches and the use of such tools: economics, psychology, cultural studies, management, etc. The author explored the main priorities of the US cultural diplomacy. The role and actions of D. Trump in establishing intercultural dialogue of the United States of America with other states are analyzed. The role of state bodies and structures, their influence on cultural diplomacy is also considered. It is proved that along with economic, political, and military factors, cultural diplomacy occupies a leading position in supporting the image of the United States as a global leader. It has been established that with Trump’s Presidential inauguration, government spending on state cultural diplomacy has been reduced. Despite the fact that cultural diplomacy is an important component of public diplomacy, there is a decline in activities in the sphere of intercultural communication, and D. Trump primarily focuses on the domestic life of the country. Such actions of D. Trump Administration have led to a violation of the main principles of cultural diplomacy – tolerance and openness to other cultures, which contributes to the deterioration of the world image of the United States, falling trust, and reducing mutual understanding between states. It is established that in addition to officials and state institutions of the United States, the country’s cultural diplomacy is influenced by non-governmental organizations. In general, US cultural diplomacy is a product of state private and public sectors. У статті проаналізовано культурну дипломатію Сполучених Штатів Америки за адміністрації Д. Трампа. Актуальність проблеми зумовлена важливістю вивчення складових зовнішньополітичної діяльності країн. Міжкультурне співробітництво, як і політичний, економічний, військовий та інші чинники істотно впливає на сучасні міжнародні відносини. Метою статті є аналіз культурної дипломатії Сполучених Штатів Америки за президентства Д. Трампа, виявлення особливостей та змін у підходах реалізації культурної політики. Методологічну основу розвідки складає метод політико- системного аналізу. Використання цього методу дозволило виявити спільні та відмінні ознаки культурної дипломатії адміністрації Д. Трампа та його попередників. Водночас обрана тематика потребує застосування полідисциплінарних підходів, використання інструментарію: економіки, психології, культурології, менеджменту та ін. Авторка дослідила основні пріоритети культурної дипломатії США. Проаналізовано роль та дії Д. Трампа у налагодженні міжкультурного діалогу Сполучених Штатів Америки з іншими державами. Розглянуто роль державних органів і структур, їх вплив на культурну дипломатію. Доведено, що поряд із економічними, політичними, військовими чинниками, культурна дипломатія посідає чільне місце у підтримці іміджу США як глобального лідера. Встановлено, що зі вступом Д. Трампа на пост президента США, було скорочено державні видатки на фінансування культурної дипломатії держави. Попри те, що культурна дипломатія є важливою складовою частиною публічної дипломатії, спостерігається спад діяльності у сфері налагодження міжкультурної комунікації і зосередження Д. Трампом, в першу чергу, на внутрішньому житті країни. Такі дії адміністрації Д. Трампа призвели до порушення головних принципів культурної дипломатії – толерантності та відкритості до інших культур, що сприяє погіршенню світового іміджу Сполучених Штатів Америки, падіння довіри, зниження взаєморозуміння між державами. Встановлено, що, окрім посадових осіб та державних інституцій США, вплив на культурну дипломатію країни здійснюють недержавні організації. У цілому культурна дипломатія США – це продукт діяльності державного приватного та громадського секторів
