Соціальний супровід прийомних сімей як напрям діяльності центрів соціальних служб: від теорії до реалій

Abstract

У статті представлено результати дослідження сучасних підходів до соціального супроводу прийомних сімей як ключового напряму діяльності центрів соціальних служб (ЦСС). Обґрунтовано актуальність проблеми в контексті зростання кількості дітей, позбавлених батьківського піклування, що посилюється в умовах повномасштабної війни. Станом на 2024 рік в Україні близько 62 тис. дітей потребують сімейного виховання, водночас функціонують лише близько 2 789 прийомних сімей, в яких виховуються 5 294 дитини, що відображає критичний дефіцит сімейних форм опіки та вимагає удосконалення системи соціальної підтримки. Метою статті є визначення змісту, принципів та ефективних моделей соціального супроводу прийомних сімей, аналіз діяльності ЦСС та перспектив їхнього розвитку. Методологічну основу дослідження становлять аналіз законодавчої бази України, систематизація наукових джерел, контент-аналіз практик ЦСС, порівняльний аналіз моделей соціального супроводу та інтеграція сучасних міжнародних підходів, зокрема кейс-менеджменту, Trauma-Informed Care (TIC), resilience-oriented практик. The article presents the results of a study on modern approaches to the social support of foster families as a key area of activity for Social Service Centers (SSC). The relevance of the issue is substantiated in the context of the growing number of children deprived of parental care, a problem that has intensified under the conditions of full-scale war. As of 2024, approximately 62,000 children in Ukraine require family-based care, while only about 2,789 foster families are functioning, raising 5,294 children. This situation reflects a critical shortage of family-based care options and highlights the need to improve the system of social support. The purpose of the article is to define the content, principles, and effective models of social support for foster families, analyze the activities of SSCs, and outline prospects for their development. The methodological basis of the study includes an analysis of Ukrainian legislation, systematization of scientific sources, content analysis of SSC practices, comparative analysis of social support models, and integration of modern international approaches such as case management, Trauma-Informed Care (TIC), and resilience-oriented practices.
